Ch. 7: Congress
"The Constitution vests the power of declaring war in Congress; therefore no offensive expedition of importance can be undertaken until after they shall have deliberated upon the subject and authorized such a measure." - George Washington
The Story Matters:
Who makes our laws? Congress is the lawmaking branch of the federal government. It consists of the Senate and the House of Representatives. John Lewis has served in the House of Representatives since 1986. He represents the people of the Georgia congressional district that includes Atlanta and parts of three surrounding countries.
Lewis was born into a family of poor Alabama sharecroppers. As a young man, he was a key civil rights leader. Lewis first held political office in the Atlanta city government. As a member of Congress, he champions causes he passionately believes in: human rights and civil liberties.
